Cyril F. Chang, Ph.D. - Director
Dr. Chang has been the director of The Center since it was founded in 2003. He is Professor of Economics in the Department of Economics at the University of Memphis. He holds a Ph.D. in Economics from The University of Virginia. He teaches healthcare economics and managerial economics and his research interests are economic evaluations of medical interventions and state-level health reform programs.

Peter S. Miller, BA. - Research Assistant
Peter has his Bachelor's degree in Mathematics with a minor in Economics and is currently completing his Master's in Economics. His thesis work involves non-urgent utilization of the emergency department.

Rebecca A. Pope, MA. - Research Assistant
Rebecca has her Master's degree in Economics and is currently working for Memphis Managed Care. Her thesis work addressed disparities in health care.

Stephanie C. Steinberg, MBA, MHA. - Research Assistant
Stephanie has her Master's of Health Administration and Master's of Business Administration, with a concentration in Management Information Systems. She is currently pursuing her Ph.D. in Business Administration with a concentration in Economics. Her research interests are adult and pediatric underserved populations, health and health care disparities, TennCare as a state-level health reform, cost-effectiveness and outcomes research, and the use of technology in health care.

Faculty Associates

Camille K. Barsukiewicz, Ph.D.
Dr. Barsukiewicz is Assistant Professor of Health Administration in the College of Arts and Sciences at the University of Memphis. She holds a Ph.D. in Health Policy and Administration from Pennsylvania State University. Her areas of interest are healthcare law and ethics, managerial issues in longterm care, administrative succession in healthcare organizations, and quality improvement in health services.

David C. Burchfield, Ph.D.
Dr. Burchfield is Assistant Professor of Health Administration in the College of Arts and Sciences at the University of Memphis. He holds a Ph.D. in Health Economics from Cornell University. His areas of interest are healthcare financing, health insurance, and information systems.

David M. Mirvis, MD.
Dr. Mirvis is Professor of Preventive Medicine at the University of Tennessee-Memphis Health Science Center.

Albert A. Okunade, Ph.D.
Dr. Okunade is Professor of Economics in the College of Business and Economics at the University of Memphis. He holds a Ph.D. in Economics from The University of Arkansas. His areas of interestes are the economics of health and medicine, pharmacutical economics, and health system policies for developed and developing countries.

Rose M. Rubin, Ph.D.
Dr. Rubin is Professor of Economics in the College of Business and Economics at the University of Memphis. She holds a Ph.D. in Economics from Kansas State University. Her areas of interest are the economics of health care and aging, economics of social issues, and income distribution.

Teresa Waters, Ph.D.
Dr. Waters is an associate Professor in the Department of Preventative Medicine at the University of Tennessee Memphis Health Science Center. She holds a Ph.D. in Economics from Vanderbilt University. Her areas of interest are financing of health care, health policy and, costs and cost effectiveness of medical interventions.

Shelley I. White-Means, Ph.D.
Dr. White-Means is Professor of Health Economics at The University of Tennessee-Memphis. She is also Director of the Center for Population-based Health Disparities Studies. She holds a Ph.D. in Economics from Northwestern University. Her areas of interest are health financing, health and health services for underserved populations, and health disparities assessments.
